The Grand Theft Auto fever is definitely on the rise this week with more than a few news on the series. After the announcement of a mobile phones version of GTA: Vice City?and the big 18 pages coverage in the December issue of?Game Informer?now it?s the time for some unofficial news.

Apparently there?s been a leak of promotional material for the upcoming release of Grand Theft Auto V: the leaked material is related to the pre-order campaign for the game. The pictures of the promotional material were leaked by british retailer GAME, uploaded on their official twitter account and quickly deleted. The artwork appears somewhat different from the material of past Grand Theft Auto games: there?s a wide use of bright colors which contributes to give a really different vibe from Grand Theft Auto 4 and previous entries. The most important aspect of the leak is the confirmation of the game release window, as all the artwork points out a ?Spring 2013? release date.

While waiting for more details from the new Game Informer issue, available digitally on November 8, players can check up the photos of the promotional material below. It?s an exciting time to be a GTA fan , that?s for sure!

Eaton 3Q profit falls 5 pct on lower demand

CLEVELAND (AP) ? Diversified manufacturer Eaton Corp. said Wednesday its third-quarter net income fell 5 percent, as slower economic growth reduced demand for its products.

The company said growth this year will be slower than it had anticipated, blaming Europe, which has been struck by a financial crisis, weaker growth in China and moderating industrial activity in the U.S. due to uncertainty over moves the government might make on taxes and spending. Eaton sells parts and technology used in the aerospace, auto, power and other industries.

Still, shares rose $2.68, or 5.9 percent, to $47.80 in morning trading.

The Cleveland-based company earned $345 million, or $1.02 per share, in the three months through Sept. 30, down from $365 million, or $1.07 per share, in the same quarter last year. Excluding one-time charges related to acquisitions, the company said it posted an adjusted profit of $1.07 per share for the recent quarter.

Revenue fell 4 percent to $3.95 billion from $4.12 billion.

The results fell short of Wall Street predictions. Analysts, on average, expected a profit of $1.09 per share on $4.21 billion in revenue, according to a FactSet poll.

For the current quarter, Eaton said revenue will be about the same as in the third quarter, excluding any effects from its pending $11.5 billion acquisition of Cooper Industries. That would put the company's sales below average analysts' estimates of $4.21 billion.

Eaton expects the Cooper acquisition to close by the end of the year.

Wine gets in the spirit with new liquor blends | Online Athens

Cognac blended with moscato? Pink wine mixed with port? And how about a mashup of sparkling white wine and vodka? Hard liquor is showing a softer side as producers shake things up with new blends that put wine and spirits in the same bottle.

?Companies are going out of the box,? observes Ted Carmon, spirits buyer for the BevMo! liquor chain.

There?s no official category name so far ? Spirited wines? Laid-back liquors? ? but Carmon traces liquor?s ?anything goes? movement to Pinnacle Whipped, the wildly popular whipped-cream flavored vodka that came out a couple of years ago. ?That really rewrote the rules on what kind of flavors could be used.?

Bill Newlands, president of Beam Inc., which bought Pinnacle Vodka earlier this year, sees the intensely flavored Whipped as playing into a trend of consumers ?whether it?s an alcohol beverage or anything else, looking for more flavor reward.? They?re looking for two things, he says, ?flavor and flavor intensity.?

That quest influenced Beam?s latest product, Courvoisier Gold, which blends French cognac with moscato wine from the South of France. Research indicated customers, particularly women, wanted a cognac with less alcohol but more flavor, and Gold answers on both counts coming in at 36 proof, or 18 percent alcohol by volume, well below the 40 percent (80 proof) of traditional cognac. Suggested retail for a 750-milliliter bottle is $24.99.

Gold follows last year?s introduction of Courvoisier Rose, which blends cognac with French red wine grapes. Both blends can be drunk on the rocks or mixed into cocktails.

Gold and Rose are both grape-on-grape affairs since cognac, a type of brandy made in the Cognac wine region in France, is a distilled grape spirit.

But TUNE, a new product from ABSOLUT, goes in a different direction, blending grain-based vodka with a sparkling white wine, New Zealand sauvignon blanc to be precise. It comes in a Champagne-style bottle decorated with gold stars, swirls and other patterns which has an outer wrapper of silver, black and gold that ?unzips? for presentation pizazz. TUNE, so named for the dual notes of vodka and wine, is 14 percent alcohol by volume and has a suggested retail of $31.99.

Another beverage taking a lighter touch is Croft Pink, which is a port (not a liquor but wine that?s been fortified by addition of a spirit). Croft traces its roots to 1588, making classic ruby and tawny ports. Croft Pink is made from traditional port grapes but with light contact between the wine and the grape skins, resulting in a light ruby color. It was made with cocktails in mind to introduce port to a new audience. Alcohol content is 19.5 percent by volume, similar to traditional port. Suggested retail is $19.99 for a 750-milliliter bottle.

Lain Bradford, a South Carolina wine and spirits writer who blogs at winetalk.org, has noticed the blurring of the lines between wines and spirits, especially in restaurants ? for instance margaritas made with fruit wine that?s been flavored to taste like tequila.

As for the flavored spirits trend, ?It almost feels like the vodka producers are just walking down the grocery aisle and saying, ?Let?s try this flavor,? ? he says, noting that flavored rums and tequilas also are being introduced.

He sees the new spirit-wine products as tailored to Americans? fondness for all things sweet. ?The sweet market has taken off so much. I think a lot of the spirit houses are capitalizing on the sweet market right now and introducing spirits with sweet wine to come out with drinks that will be a good cross-over. It?s a good way to bridge sweet wine drinkers with new spirits and the classic spirits.?

This annual Halloween event is a staple in the Des Moines Community. Trick-Or-Treating has long been a tradition at the Masonic Retirement Center. Eight years ago when residents moved out of the facility the building was transformed into a ?Haunted Castle? on Halloween night for the public to attend.

This year?s event takes place on Halloween night from 5-8 p.m. and the focus is on children under 12 years of age.

A kids carnival will take center stage along with ample activities including a cookie walk, coloring contest, haunted hall, face painting and more.

In 2011 over 1,000 guests attended and $900 was donated to Masonic Outreach Services along with food for the Des Moines Area Food Bank.

Masonic Retirement Center d/b/a Landmark On The Sound Event Center was a 501c3 non-profit Continuing Care Retirement Community established in 1927.

In 2004 the community was in need of major updates and renovations. Existing residents moved out of the building into surrounding local communities and marketing for a new and improved high-end 501c3 continuing care retirement community renamed Landmark On The Sound was underway.

In 2009 the project was placed on hold indefinitely. The historic building is still owned by the Masonic Grand Lodge of Washington and is known as Landmark On The Sound Event Center; it is open daily to the public for hosting events such as weddings, receptions, parties, meetings, retreats etc.

Masonic Outreach Services provides necessary services and resources for people 62 years of age or older to enable them to remain healthy and safe in their own homes or in retirement communities in their home towns. Their services are an extension of 80 years of caring and support that people received under the Masonic Retirement Center of Washington organization.

The phone is very thin and light which certainly helps keep the heft down, and felt polished rather than plasticky but if you're not a fan of reflective surfaces then its all-over glossy sheen might get tiresome/distracting.

Chevron to prospect for shale gas in Lithuania

OSLO (Reuters) - U.S. energy group Chevron plans to look for shale gas in Lithuania after buying a stake in a local oil company, the prime minister said on Thursday, showing the country hopes to follow neighbor Poland in seeking new supplies.

The government has set energy independence from Russia, its sole gas supplier, as a key goal. The government could be ejected from office after elections and it is not clear what energy path an expected centre-left coalition would take.

"As far as we know, Chevron is entering Lithuania by acquiring shares of one local company to prospect and explore for hydrocarbons, for oil and shale gas production," Prime Minister Andrius Kubilius told a news conference.

"That's a significant event. Our geological estimates show that Lithuania can hold 480 billion cubic meters (bcm) of shale gas reserves, with recoverable reserves at 120 bcm," he added.

Business daily Verslo Zinios reported that Chevron Global Energy had bought 50 percent of Lithuania-registered oil company LL Investicijos, which holds a license to prospect for oil and gas at the 2,400 square kilometer Rietavas field.

Chevron confirmed the report. " ... in the coming months, this company will commence exploration activities in Lithuania on behalf of its owners," the company added.

Chevron has an option to buy the remaining shares in the company, previously 50 percent owned by Danish company Jylland Olie and 50 percent by a local businessman, the newspaper said. It did specify which of the two owners has sold shares.

Poland is also keen to develop its shale gas fields.

Russian gas group Gazprom is the sole gas supplier to Lithuania and plays a major role in many eastern European countries.

The U.S. company also plans to take part in a tender to acquire licenses in two new fields, the newspaper added.

The government called a tender in June for shale gas exploration in a move to cut its energy dependence. The Baltic country consumed 3.4 bcm of gas in 2011, all of which was imported from Russia.

ON FOOTBALL: RG3 is a Redskin with a magic touch

The New York Giants are lauding what Robert Griffin III can do now?and worried what he will do to them in the future.

They got a close-up look Sunday at what's in store, and it was downright scary for the Super Bowl champions.

"I'm not even going to lie: That's the best quarterback we've played this year, for sure," defensive end Osi Umenyiora said after Griffin did everything but beat his team. "It's just unfortunate that he's a rookie because he's going to be around here forever doing stuff like that. That's just crazy."

The excitement RG3 brings to every game?make that every offensive play?for the Redskins is unmatched in the NFL. The skill set might be, too.

It's something the Giants, Cowboys and Eagles will be dealing with for a long time.

"I'm pretty mad at the football gods for putting him in the NFC East," Giants defensive end Justin Tuck said. "To face that guy twice a year is going to be a headache. It's hard to game-plan that guy. He takes away from your enthusiasm for the game when you play a play perfectly and he still has 4.3 speed to make plays.

"I don't think there is anybody in the league just like him. If I was going to run an offense and they asked me Vick, Cam Newton or RG3, I'm taking that guy hands down."

Hands were up everywhere from guys willing to praise Griffin, the second overall pick in this year's draft behind another precocious quarterback, Andrew Luck.

This is a transition year for the Redskins. Yet with Griffin working his magic?pinpoint passes such as a 30-yarder to Santana Moss that gave Washington a late lead Sunday; sprints around the ends during which Griffin outruns cornerbacks with 4.4 speed; wild scrambles that leave All-Pro defenders sprawled on the ground empty-handed?they are in every game.

Griffin brings talents similar to Vick with his speed and change of direction. Except he's apparently faster and shiftier than Vick. And bigger at a sturdy 6-foot-2, 217 pounds to Vick's alleged 6-0, 215.

His arm is as strong as just about any NFL quarterback, and he shows touch as well as strength. The throw to Moss was as masterful as Peyton or Eli Manning would ever manage. He rarely puts balls up for grabs and has the power to squeeze passes between defenders.

Then there is his knack for escape that's reminiscent of John Elway and even the original scrambler, Fran Tarkenton. Except the Broncos and Vikings rarely, if ever, designed runs for their QB. For Washington, letting RG3 run wild will be a significant part of the game plan.

Griffin was a 400-meter hurdler in college with Olympic aspirations. You won't find many of those in the NFL, either. And none at quarterback.

"We know offensively we can do anything with the ball in his hands," Moss said. "We've just got to try when we get the opportunities to make sure the guy who can make plays has the ball in his hands. He's giving you a chance to get open. Even when it's hard, he gives you opportunities and there are not many quarterbacks who can do that."

Griffin is matter-of-fact in answering questions about his transcendent talents. Asked about his remarkable fourth-quarter scramble on fourth-and-10 that eventually ended with a 19-yard completion that set up the go-ahead TD pass to Moss, he simply recounted the play as if it happens all the time.

With RG3, at some point it just might.

"I try not to approach the game like I'm a rookie," he said. "I don't try to give myself excuses. I just don't approach it that way and the team doesn't look at me like a rookie, either. I'm their leader. I'm their quarterback, so I can't go out there and say, well if I make a mistake it's because I'm a rookie. I have to hold myself accountable for everything. I think that's why I'm able to go out and be successful."

One caveat, of course, is the vulnerability that accompanies Griffin's style of play. He already had a concussion against Atlanta when he didn't slide at the end of a run, although he returned for the next game.

Putting shackles on a player with Griffin's skills is unwise and counterproductive. But making him aware of how much a target he presents when on the run is essential and will be done by the Redskins.

But coach Mike Shanahan knows what he has in RG3, and he isn't about to pull the reins on his thoroughbred.

Too bad, the Giants?and the rest of the NFC East?must be thinking.

"That guy," Tuck said, "is the real deal."

Lawyer for China's deposed Bo unsure if he can take case

BEIJING (Reuters) - A lawyer for disgraced former top Chinese politician Bo Xilai, who has been employed by the family to represent him, said on Thursday he was unable to say whether the government would allow him to represent Bo when the case comes to trial.

Bo's wife, Gu Kailai, and his former police chief, Wang Lijun, have both been jailed over a scandal stemming from the murder of British businessman Neil Heywood while Bo was Communist Party chief of the southwestern city of Chongqing.

The government last month accused Bo of corruption and of bending the law to hush up Heywood's murder. Before Bo is formally charged and tried, investigators must complete an inquiry and indict him.

Bo's mother-in-law, Fan Chengxiu, has retained Li Xiaolin, who was also part of Gu's legal team, to represent him.

But Li said he was unsure if the authorities would allow this. During Gu's trial, she had to use government-appointed lawyers.

"I still can't say whether I'll be able to get involved in this case. We will try our hardest to take it," Li told Reuters in a brief telephone interview.

Li said he did not know where Bo was and added that he had not seen him, as he had only just been employed by Fan.

"There are many things that are impossible to know. I know about as much as you do," Li said.

He declined to speculate on when a trial may happen.

"How can I estimate this? It's all guesswork," Li said.

China is expected to expel Bo from parliament on Friday, which would strip him of the immunity from prosecution he had enjoyed as one of its members, paving the way for formal criminal charges to be laid.

As China's prosecutors and courts come under Communist Party control they are most unlikely to challenge the accusations against him.

The Bo scandal has overshadowed preparations for an important party congress that opens November 8 and will unveil the country's new central leadership line-up.

Bo, 63, was widely seen as pursuing a powerful spot in that line-up before his career unraveled after his former police chief fled to a U.S. consulate in February, saying that Bo's wife had poisoned Heywood.

Global Strategies: Portland PTA's mayoral debate

Last night the Portland Council PTA held a one hour mayoral debate featuring Charlie Hales and Jefferson Smith. About fifty attended. The format relied on questions, many from student 8 6 12 006editedmoderators. Both candidates gave education high priority. Both will, they said, advocate for more educational funding.

There was one interesting question relevant to the foreign language education themes of this blog. There was a question about ?multilingual schools.? It was not clear what the questioner meant, so both candidates interpreted the question differently.

Charlie Hales spoke of his experiences with and general satisfaction with immersion programs. Both of his sons were educated in a Spanish language immersion program in Portland Public Schools. One son, because he already knew one second-language, was taught Arabic in the military an7 25a 12 003editedd served as an Arabic interpreter. The other son is now the stage manager at the Milagro Theater, where he speaks Spanish daily.

Jefferson Smith spoke of school districts where student spoke up to seventy-six different foreign languages. He said we need to ?adapt? the schools to their needs but currently have not yet figured out how to do that. He offered a few general ideas.

Neither, unfortunately, connected their answers to Portland?s economic future. Portland?s best economic future is to export more to the large and growing markets abroad. To do so we need10 18 12 039edited workers with foreign language skills and foreign market experiences. Right now our educational system is not producing such workers in sufficient numbers. ?More immersion programs in critical languages, like Mandarin, are needed and those students who speak foreign languages in their homes should be seen as opportunities for us to develop.

By 2015, for 13 years in a row the British state will have spent more than it raised in taxes. The interest we pay on that debt will have risen to ?60bn a year ? twice the size of the tax credits budget ? and will continue to rise unless that government takes determined action. 2.9 million children, up from 2.5 million in 2010, will have entered relative poverty according to the Institute for Fiscal Studies.

Some decisions in economics are easy. Would you like the economy to grow? Would you like higher wages and lower prices? Should we reduce unemployment? The answer is the same whether you are Labour, Tory or a Liberal Democrat. Once you have made the decision, getting that growth or reducing that unemployment is then very complicated: requiring abstract theories and hard-to- interpret data.

But there are also choices that are difficult, not because they are complicated, but because they mean weighing different risks and choosing between different people.? Such demands ? whether for higher taxes, more housebuilding, more airport capacity or more immigration ? might be necessary to achieve levels of growth or social goods like a reduction in child poverty.? But, unless you dislike an awful lot of people, it is very unlikely that such demands can be confined only to people you do not like and still be enough to meet all of Britain?s economic challenges.? Similarly, we might want to reshape the economy in some way, but what price ? in terms of lower growth or new powers being sometimes misused ? are we ready to pay?

As a political movement, there is not a huge amount we can do right now to improve the quality of the technical advice the next Labour chancellor receives. What we can do is decide where we stand on the tougher, riskier decisions. Build a consensus for a decision, and the next Labour chancellor might be able to take it and survive the inevitable political pain of that choice?s downsides. Leave the argument until you arrive in government and they ? and we ? might not.? You do not need a qualification in economics to answer these questions, but trying to answer them is a minimum qualification for those who aspire to change a country.

False mailers and phone calls: Efforts intensify to trick and bully voters

WASHINGTON (Reuters) - In Florida, Virginia and Indiana, voters have received phone calls that wrongly told them there was no need to cast a ballot in person on Election Day because they could vote by phone.

In Ohio and Wisconsin, billboards in mostly low-income and minority neighborhoods showed prisoners behind bars and warned of criminal penalties for voter fraud - an effort that voting rights groups say was designed to intimidate minority voters.

And across the nation, some employers - notably David and Charles Koch, the billionaire brothers who help fund the conservative group Americans for Prosperity - are urging their workers to vote for Republican Mitt Romney for president.

Two weeks before what could be one of the closest presidential elections in U.S. history, efforts to mislead, intimidate or pressure voters are an increasingly prominent part of the political landscape. Analysts say tactics typically seen in the last few days before an election are already in play.

"We've seen an uptick in deceptive and intimidating tactics designed to prevent eligible Americans from voting," said Eric Marshall of the Lawyers' Committee for Civil Rights Under Law, who manages a coalition that has a telephone hot line (1-866-OUR-VOTE) that collects tips on alleged voter intimidation.

Democrats have been more vocal in complaining about such antics. They also cite groups linked to the conservative Tea Party movement that are training tens of thousands of people to monitor polling places on November 6 for voter fraud. The controversial plan has been criticized as an attempt to delay or discourage voting.

But Republicans also have been behind some of the complaints, which have been focused largely on the eight or so politically divided swing states that are likely to decide the race between Romney and Democratic President Barack Obama.

Kurtis Killian, a Republican from St. Augustine, Florida, was among those in three states who have reported receiving calls that encouraged them to vote by phone so they would not have to go to the polls.

Killian said he received a call from a man who identified himself as an employee of the Florida Division of Elections. Killian said he refused the caller's offer to cast his vote by phone then reported the call to local elections officials.

"I know there is no such thing as phone voting," Killian said. But "for someone who can't get out easily," such as elderly or disabled voters, "they might go for that - it would be convenient for them. Once you think you voted ... you won't go to the polls. My vote would be canceled out."

Virginia's State Board of Elections received similar complaints from at least 10 people - most of them elderly - who said they had been urged to vote by phone.

Voters in Tippecanoe County, Indiana, reported similar phone calls in September, sparking an investigation by Indiana's Secretary of State's office, which oversees the state's elections.

The probe has focused on a firm called Vote USA. It is unclear who was behind the group; its phone number is no longer active. The Secretary of State's office urged voters who receive a call from Vote USA to ignore it.

BILLBOARDS IN WISCONSIN, OHIO

Democratic lawmakers and activists in Wisconsin and Ohio - the most coveted of all the swing states in the presidential race because the winner there is likely to win the White House - are angry about several dozen billboard signs that have popped up in recent weeks, warning of stiff penalties for voter fraud.

The billboards were put up in mostly black and low-income communities. Most had a large picture of a judge's gavel and said "Voter Fraud is a Felony!" punishable by up to 3-1/2 years in prison and a $10,000 fine. They were paid for by an anonymous group described only as a "private family foundation."

Other billboards showed prisoners in jumpsuits peering through prison bars. Community leaders said the signs were aimed at blacks and Hispanics and the poor as well as ex-convicts - all groups that tend to vote Democratic.

City Councilwoman Phyllis Cleveland, whose district in Cleveland includes several of the billboards, said the billboards were designed to intimidate.

"I'm worried they will actually scare some of the ex-offenders, people with felony records who can vote," said Cleveland, who added that there is confusion about felons voting because it is illegal in some states. In Ohio, 12 other states and Washington, D.C., felons who are not behind bars may vote.

In response to the complaints, the billboard company, Clear Channel Outdoor, said last weekend that it would take down about 140 billboards in Ohio and Wisconsin that had been scheduled to stay up until Election Day. The company said it has a policy against putting anonymous political messages on billboards and that it erred in agreeing to the contract.

Some Ohio residents who decided to vote early to avoid long lines on November 6 said they were angry about the billboards.

A few compared them with efforts in more than 30 states to impose new voting restrictions, such as requiring voters to produce a photo ID. Several photo ID laws have been tossed aside or delayed by courts.

"There is a concerted effort to keep specific groups from the polls," said Camilo Villa, 24, who lives in the Cleveland area and voted early for Obama. "It's very concerning."

PRESSURE BY EMPLOYERS

Meanwhile, some employers have pressured workers to support certain candidates in the presidential race and other elections.

Such employers seem to be taking advantage of a 2010 Supreme Court ruling that overturned laws that banned employers from directly expressing their political opinions to their employees.

Critics of the so-called Citizens United ruling - which also led to the creation of big-money "Super PACs," or political action committees that can raise and spend unlimited amounts and have been a force in this presidential campaign - say it could make workers feel coerced into voting for certain candidates.

Several companies have sent out letters urging their employees to vote for Romney. The Koch brothers, who have given millions of dollars to back Romney and other Republicans, have come under fire for sending a "voter information packet" to 45,000 employees of Koch Industries and its Georgia Pacific unit.

The packet, obtained by the political magazine In These Times, includes a list of candidates the company supports, with Romney at the top of the list. It also includes a letter from Koch Industries President David Robertson saying that "many of our more than 50,000 U.S. employees and contractors may suffer the consequences" if voters elect candidates who increase regulations and hinder free trade - a presumed jab at Obama.

Robertson said in the letter that "the candidate you pick is your choice, and your choice alone."

Some Democrats accused Georgia Pacific, a pulp and paper firm, of trying to force workers into voting for Romney.

Lynn Rhinehart, general counsel for the AFL-CIO, the largest group of labor unions in the United States, said that employers may communicate with their workers about candidate choices, but should not link a vote with keeping their jobs.

"There could be legal issues with how it is that they are communicating with employees," Rhinehart said in a media call to discuss the election and intimidation tactics.

Georgia Pacific spokesman Greg Guest said the company's mailing was not an attempt to "intimidate" employees and that many companies and unions give members similar information.

"Unions and newspapers go further than this and actually endorse candidates to their members and readers," Guest said in a statement.

THE 'POLL CHALLENGERS'

Voting rights groups have raised concerns about volunteer "poll challengers" who will be out on November 6 to try to prevent what they see as possible voter fraud.

One group, called True the Vote, hopes to train up to one million people before Election Day. Rights groups say the large numbers of monitors could be intimidating and discourage some people - particularly minorities - from voting.

"We expect organizations like True the Vote to try to intimidate people ... (by) indicating to voters, possibly Latinos, ?You know you've got to be a documented citizen to vote,'" said Arlene Holt Baker, vice president of the AFL-CIO.

True the Vote's founder, Catherine Engelbrecht, disputed the notion that her group's election monitors might keep legitimately registered voters from casting ballots.

"We have seen no evidence about voter intimidation by TTV volunteers at the polls," she told Reuters in an e-mail.

New Mexico's attorney general, meanwhile, is investigating possible voter suppression after a video - secretly recorded by a group called ProgressNowNM - was circulated showing a Republican Party leader giving false information to volunteer poll monitors.

The Republican official can be heard saying that challengers could demand that voters show IDs and could prevent voters from requesting interpreters - neither of which are true. New Mexico does not require an ID to vote and interpreters are allowed. Ballots also are available in Spanish.

State Attorney General Gary King, a Democrat, said his office had received several complaints that appeared to show a "concerted effort afoot to discourage some New Mexicans from exercising their right to vote this November."

PRESIDENT FRAN?OIS Hollande has promised French support for Ireland in its efforts to secure a bank debt deal, lifting Irish hopes of an agreement after a round of frenetic diplomacy.

Mr Hollande said Ireland was ?a special case? and must be treated as such when euro zone finance ministers negotiate a deal on how to break the link between sovereign and bank debt over the coming months.

German chancellor Angela Merkel caused consternation in Dublin last Friday when she said historic or ?legacy? debt would not be covered by the European Stability Mechanism (ESM) rescue fund, echoing earlier remarks by her finance minister Wolfgang Sch?uble.

Her comments appeared to derail Ireland?s efforts to ease its multibillion-euro bank debt burden.

However, she and Taoiseach Enda Kenny issued a joint statement on Sunday affirming that the ?unique circumstances? of Ireland?s economic crisis required a special approach.

After a 50-minute meeting with Mr Kenny at the ?lys?e Palace in Paris yesterday, Mr Hollande endorsed Dublin?s position and said Ireland had to be dealt with as a special case.

?The Irish specificity is that for several months there had already been a recapitalisation of banks through the budget, which further exacerbated Ireland?s debt and forced it to impose a tough austerity programme,? Mr Hollande said.

?Ireland is a special case and should be treated as such.?

Asked by The Irish Times if this meant he agreed that the ESM bailout fund should pay for historic banking losses, the president replied: ?Yes. Ireland is asking that its specific situation should be taken into account ? that it had to recapitalise its banks with its own means. The eurogroup will take this specificity into account.?

The Government hopes the carefully weighted language in the statement between Mr Kenny and Dr Merkel ? repeated by Mr Hollande ? has reopened the door to a deal that would make good on a pledge by European leaders in June to sever the loop between sovereign and bank debt.

Mr Kenny said Ireland was a special case because it had a European remedy ?imposed upon it? when the banking sector collapsed.

?Ireland was the first and only country which had a European position imposed upon it, in the sense that there wasn?t the opportunity, if the Government wished, to do it their way by burning bondholders,? he said.

?The Irish public and Irish taxpayer were required to service the full extent of the debt, which was a situation we?re trying to reduce by the negotiations which are going on.?

The question of who takes responsibility for ?legacy? banking debts has divided Germany and France. Last Friday in Brussels, Dr Merkel dismissed ?retrospective recapitalisation? of banks, saying such a move would be possible only for future debts, under an EU banking regulatory regime.

But French officials say it was clear that including old debt was in the spirit of the June deal, and hope finance ministers can reach a technical accord by the end of the year.

In Berlin, government spokesman Steffen Seibert reiterated the thrust of Sunday?s joint statement, saying the fact that Ireland had put large amounts of taxpayers? money into its banks would be taken into account by finance ministers. ?Sunday?s statement is naturally a strengthening of what [European leaders] agreed in June,? he said.

At a summit in Brussels last week, EU leaders agreed to set up the legal framework for a European banking supervisor ? a key step towards the direct recapitalisation of banks ? by the end of the year. Mr Hollande said he believed recapitalisations could begin next year.

In Paris for his first visit as Taoiseach, Mr Kenny briefed his French counterpart on Ireland?s preparations for its EU presidency, which begins in January.

The two men also discussed forthcoming talks on the seven-year EU budget, with Mr Hollande saying they were ?in complete agreement? on agricultural policy and structural funds.

    Rutgers researchers say daily drinking is risky

    Drinking a couple of glasses of wine each day has generally been considered a good way to promote cardiovascular and brain health. But a new Rutgers University study indicates that there is a fine line between moderate and binge drinking a risky behavior that can decrease the making of adult brain cells by as much as 40 percent.

    In a study posted online in the journal Neuroscience, scheduled to be published on November 8, lead author Megan Anderson, a graduate student working with Dr. Tracey J. Shors, Professor II in Behavioral and Systems Neuroscience in the Department of Psychology at Rutgers, reported that moderate to binge drinking drinking less during the week and more on the weekends significantly reduces the structural integrity of the adult brain.

    "Moderate drinking can become binge drinking without the person realizing it," said Anderson. "In the short term there may not be any noticeable motor skills or overall functioning problems, but in the long term this type of behavior could have an adverse effect on learning and memory."

    Shors and Anderson worked with postdoctoral fellow Miriam Nokia from the University of Jyvaskyla in Finland to model moderate to heavy drinking in humans the rodents voluntarily reaching a blood alcohol level of 0.08 percent, the legal driving limit in the United States and many other countries brain cell production was affected negatively.

    The researchers discovered that at this level of intoxication in rats comparable to about 3-4 drinks for women and five drinks for men the number of nerve cells in the hippocampus of the brain were reduced by nearly 40 percent compared to those in the abstinent group of rodents. The hippocampus is a part of the brain where the new neurons are made and is also known to be necessary for some types of new learning.

    This level of alcohol intake was not enough to impair the motor skills of either male or female rats or prevent them from associative learning in the short-term. Still, Anderson said, this substantial decrease in brain cell numbers over time could have profound effects on the structural plasticity of the adult brain because these new cells communicate with other neurons to regulate brain health.

    "If this area of your brain was affected every day over many months and years, eventually you might not be able to learn how to get somewhere new or to learn something new about your life," said Anderson, a graduate fellow in the Department of Neuroscience and Cell Biology at Rutgers. "It's something that you might not even be aware is occurring."

    According to the National Institute of Alcohol Abuse and Alcoholism, men who drink 14 drinks a week and women who drink seven are considered at-risk drinkers. Although college students commonly binge drink, according to the institute, 70 percent of binge drinking episodes involved adults age 26 and older.

    "This research indicates that social or daily drinking may be more harmful to brain health than what is now believed by the general public," she said.

    Rutgers researchers say daily drinking is risky

    Drinking a couple of glasses of wine each day has generally been considered a good way to promote cardiovascular and brain health. But a new Rutgers University study indicates that there is a fine line between moderate and binge drinking a risky behavior that can decrease the making of adult brain cells by as much as 40 percent.

    In a study posted online in the journal Neuroscience, scheduled to be published on November 8, lead author Megan Anderson, a graduate student working with Dr. Tracey J. Shors, Professor II in Behavioral and Systems Neuroscience in the Department of Psychology at Rutgers, reported that moderate to binge drinking drinking less during the week and more on the weekends significantly reduces the structural integrity of the adult brain.

    "Moderate drinking can become binge drinking without the person realizing it," said Anderson. "In the short term there may not be any noticeable motor skills or overall functioning problems, but in the long term this type of behavior could have an adverse effect on learning and memory."

    Shors and Anderson worked with postdoctoral fellow Miriam Nokia from the University of Jyvaskyla in Finland to model moderate to heavy drinking in humans the rodents voluntarily reaching a blood alcohol level of 0.08 percent, the legal driving limit in the United States and many other countries brain cell production was affected negatively.

    The researchers discovered that at this level of intoxication in rats comparable to about 3-4 drinks for women and five drinks for men the number of nerve cells in the hippocampus of the brain were reduced by nearly 40 percent compared to those in the abstinent group of rodents. The hippocampus is a part of the brain where the new neurons are made and is also known to be necessary for some types of new learning.

    This level of alcohol intake was not enough to impair the motor skills of either male or female rats or prevent them from associative learning in the short-term. Still, Anderson said, this substantial decrease in brain cell numbers over time could have profound effects on the structural plasticity of the adult brain because these new cells communicate with other neurons to regulate brain health.

    "If this area of your brain was affected every day over many months and years, eventually you might not be able to learn how to get somewhere new or to learn something new about your life," said Anderson, a graduate fellow in the Department of Neuroscience and Cell Biology at Rutgers. "It's something that you might not even be aware is occurring."

    According to the National Institute of Alcohol Abuse and Alcoholism, men who drink 14 drinks a week and women who drink seven are considered at-risk drinkers. Although college students commonly binge drink, according to the institute, 70 percent of binge drinking episodes involved adults age 26 and older.

    "This research indicates that social or daily drinking may be more harmful to brain health than what is now believed by the general public," she said.

    NBA Preseason, Suns Vs. Warriors: Phoenix blown out in 107-92 loss

    The Phoenix Suns did not together their best performance of the preseason against the Warriors on Tuesday night.

    The Phoenix Suns struggled on Tuesday night, falling to the Golden State Warriors by a score of 107-92. The Suns are now 3-3 in the preseason and have just one game remaining before the regular season arrives.

    Phoenix was led by Marcin Gortat, who was a perfect 8-for-8 from the field as he went for a team-high 19 points and 10 rebounds. Luis Scola had a solid performance with 16 points, two rebounds and three assists. Michael Beasley did not have his best night, going 3-for-11 from the field on his way to just seven points and four boards.

    Markieff Morris came off the bench and recorded 15 points and seven rebounds in just 25 minutes. Rookie point guard Kendall Marshall had eight points, two assists and two turnovers off the bench, hitting both of his three-point attempts.

    The Warriors had five players score upwards of 13 points. David Lee and rookie Harrison Barnes both led the way with 16 points, while Jarrett Jack added 13 points and racked up nine assists. Stephen Curry (ankle), Andrew Bogut (ankle) and Andris Biedrins (groin) all sat out due to injury.

    Death toll from West Nile virus tops 200: government

    DALLAS (Reuters) - The U.S. outbreak of West Nile virus has killed 219 people this year, after another 36 deaths from the mosquito-borne disease were reported last week, government figures showed Wednesday.

    In what is the second-worst year on record for the disease, the total number of cases of West Nile virus across the United States grew to 4,725, with 194 new cases reported, according to the Centers for Disease Control and Prevention.

    Although the pace of new cases has slowed since the outbreak's peak in the late summer, new cases continue to be reported, particularly in states where warm temperatures persist. This year's outbreak has trailed only 2003 in total cases.

    Just over half of the cases reported to the CDC this year have been of the severe neuroinvasive form of the disease, which can cause meningitis and encephalitis.

    The death toll from West Nile is now the highest since 2003, when 264 deaths were reported. The highest number of deaths from West Nile was 284 in 2002.

    CDC officials have said deaths often lag weeks to months from the time of infection because of lingering illness.

    Almost 70 percent of the cases have been reported in eight states: Texas, California, Louisiana, Mississippi, Illinois, South Dakota, Michigan and Oklahoma.

    More than a third of all cases have been reported in Texas, with Dallas-Fort Worth at the center of the outbreak.

    The Texas Department of State Health Services has reported 1,683 cases and 77 deaths, including 915 cases and 36 deaths in the Dallas-Fort Worth area.

    Why We Buy Into Ideas (And How to Convince Others of Our Thoughts)If you think about it, each one of us has different natural and acquired capabilities. Some of us learn new languages quickly, some are more social than others, and some remember the face of each person they've come across. These strengths determine how we think and make decisions. Yes, this is probably obvious?different people think in different ways. And yet the consequences of this couldn't be any more powerful: It means that people interpret what you're saying in different ways, based on the way they think.

    To put differently: the important thing is not what you say?it's what others hear. A truth Dale Carnegie knew a long time ago:

    "There is only one way? to get anybody to do anything. And that is by making the other person want to do it."

    Communicating well with the people around us and managing to convince them is a daily challenge. Now, here's an interesting paradox?while looking to convince others we rely on our own thinking tools and strengths. It doesn't matter if you're trying to persuade your manager to adopt a new idea, or your teenage daughter to take school more seriously. When we need to persuade others most of us focus on what we do best?some are very eloquent, others give great examples.

    Now, switch chairs with your listener and ask yourself what his or her strength is. Sure, you take into consideration what's important to them, but?how about understanding how they actually think?

    To make the best out of this read, pick someone you work with, live or spend time with. Try to fit this person into the different thinking categories. You'll find that you'll be able to better understand their way of thinking.

    Individual thinking vs. Group thinking?are you thinking about revolutionary ideas in the shower?

    Think back for a second?where did most of your eureka moments occur? By yourself, in the shower, sitting silently at your desk or walking? Or maybe with other people, brainstorming with your teammates?

    Identifying whether one thinks well by himself or as part of a group will uncover how that person makes decisions, and when he's most productive. Do you need to start a conversation with him or her to spark their best ideas, or maybe it's better to simply give them some time by themselves?

    To quickly identify if someone thinks better individually or in a group, I ask two simple questions:

    1. In high school/ university?did you prefer studying by yourself or in a group?

    2. After a long and exhausting day at work, how do you prefer to relax?by reading a book by yourself or meeting friends?

    You'll find out that most people will answer within a blink of an eye.

    How to communicate better after identifying individual / group thinking

    Choose your presentation strategy: Individual thinkers need some time by themselves to digest a new idea, try sending them suggestions by e-mail or introduce a new idea and then giving them some time to think about it. Group thinkers will react much better when talking about a new idea ? so start a real conversation and give them opportunity to voice their thoughts. When group thinkers ask to talk about something, they're actually asking you to brainstorm with them to help find a solution using conversation.

    Use meetings wisely: Meetings are a great place for group thinkers to express themselves, but not so much for individual thinkers. To get the best results out of everyone, try to raise the main issues before the meeting itself, so individual thinkers will have time to deal with it using their own tools.

    "What distinguished programmers at the top-performing companies wasn't greater experience or better pay.     "Picture this"?Auditory vs. Visual Thinking

    Do you think mostly in words or images? When you observe a new product (like, say the new iOS 6) do you read about it first, or rush straight to the images?

    In advertising campaigns, where convincing people is everything, you'll always see both languages used together?strong copy which goes hand in hand with an interesting image. Some will remember what they've read, others will remember what they've seen. The segmentation between these categories originally came from researchers exploring different learning styles to improve the ways students are taught by understanding how different minds work.

    How to identify if someone thinks in an auditory or visual way? I usually ask people to describe a certain event?like the last party they attended or the worst flight they were on. You'll soon notice that some use names of people and places, times and phrases, while others describe an image?the size of the room, the colors and how people looked. Notice the different verbs they use. Auditory thinkers will tend to use verbs such hear, listen, explain. Visual thinkers are much more likely to describe a situation using see, look, watch.     How to convince better by understanding auditory vs. visual thinking

    Use both languages: When I pitch a new idea, much like in advertising, I try to balance between the text and visual. It can be an email with a written suggestion and a screenshot, or a presentation slide with an important message complemented by an image representing the same idea.

    Create a visual using words: The same applies when talking about an idea. You don't usually have enough time to prepare a visual, but you can construct it with words. Creating a vivid picture in someone's head?the time of day, the location, the colors, is one of the best ways to have a visual thinker remember and understand your ideas.

    Give visual thinkers something to doodle on : I've noticed that the larger the whiteboards we use in meetings, the better the outcome. I always have papers, a whiteboard or an iPad handy when brainstorming with others. At one point we've replaced all the tables at the office to glass ones, which can be doodled on. This small step has increased everyone's productivity. Here's an interesting finding based on study published in the journal Applied Cognitive Psychology: "subjects given a doodling task while listening to a dull phone message had a 29% improved recall compared to their non-doodling counterparts."

    "Do you hear me?" Talkers vs. Listeners

    Unlike others, it's much simpler to recognize this pattern from the outside. Try asking people where they fit?the common answer is "both." Talking vs. listening habits affect our state of mind while communicating and change how one absorbs what others say. When you talk, some find it very easy to concentrate, while others are more challenged by thinking of their response as you talk. While it sounds like listeners are your best audience, they have their downsides as well as they tend to focus too much on what you have to say, instead of giving their own feedback.

    Keep the talker in the center while you speak: Don't try to resist talkers, they really do struggle to keep up their concentration as you talk. Talkers find it easier to listen if you place them in your flow. Start paragraphs by saying?"based on the question you asked before" or "this is one issue I know you'll find interesting."

    Use writing instead of talking: It might take more time, but sometimes it's easier to express your ideas in writing when communicating with talkers. Most of them will like it better as well. It's a sure way to have them going over all you have to say in a coherent order.

    Ask Listeners questions they have to answer: To encourage a conversation with listeners try asking questions with no easy way out. For example, instead of asking "do you have any concerns?" where you're likely to get a standard ?no', try asking "if you had to choose one thing you're worried about or disagree on, what would it be?". It can also go on the other direction?"what did you like best about the idea?"
