Another record: Kansas State University's enrollment tops 24,300
MANHATTAN -- As Kansas State University approaches its 150th year, the university reached another milestone number: a record enrollment of 24,378.
The university, which celebrates its sesquicentennial beginning Feb. 14, 2013, has the largest enrollment in its history, up nearly 500 students from a year ago. This fall's enrollment includes the largest and most diverse freshman class and more students who were first in their high school class ever to enroll at the university.
"Being the No. 1 choice for Kansas high school seniors is a special honor," said Pat Bosco, vice president for student life and dean of students. "This distinction serves our mission and demonstrates our commitment to our state. Students recognize that there has never been a better time to be a Wildcat."
Among the more than 24,000 students are more than 3,800 freshmen who have access to K-State First, a set of programs that helps integrate them into college life by connecting them with academics, professors and their fellow students.
The largest enrollment in university history includes growth on all three campuses. There are 21,179 students in Manhattan, 737 in Salina, and students are now enrolled in the Olathe campus's new graduate programs. The university has 2,445 students enrolled online. The university increased its number of on campus graduate students by more than 100.
"Growing enrollment shows that Kansas State University has the momentum to become a Top 50 public research university by 2025," said President Kirk Schulz. "Our goals for K-State 2025 include building on our strengths of providing the best undergraduate educational experience, as well as increasing the number of doctorates we award. The fact that more than 24,000 students have chosen to be part of the university family shows that they believe in the possibilities that lie ahead."
This fall's freshman class set another record for multicultural student enrollment. The campuses gained 161 more students identifying as Black, Hispanic, Asian, American Indian, Hawaiian/Pacific Islander or multiracial for a total of 3,379.
"One of the only sustainable sources of growth possible in our student enrollments yields from domestic multicultural students, and to get them here takes a proactive and concerted effort," said Myra Gordon, associate provost for diversity. "New Student Services has the strongest team for multicultural student recruitment ever, and the office of diversity Project IMPACT recruitment initiatives have exposed literally thousands of multicultural students to the K-State campus."
Gordon said student success programs like PILOTS, Diverse Success and MAPS support the retention of these students, while the climate for diversity facilitates their growth in cultural identity and cultural competence.
"Multicultural students can come here and be truly bicultural scholars and leaders," Gordon said. "This K-State rocks! That's all there is to it."
From Afghanistan to Zimbabwe to China, countries around the world are represented in the university's 2,045 international students, an increase of more than 180 from a year ago and another record for international student enrollment.
Everyone loves a good story and not just one told in print. ?Story telling in video can have a big impact on the videos overall success and also bring benefits to your business and web site as well. ?Tune in as?Scott Mitchell, CEO and Co-Founder of LoopLogic, joins Brent Leary to explain why story telling is important and shares his insights on tracking views, engagement, interest and how to reap SEO benefits.
* * * * *
Small Business Trends: Can you tell us a little bit about your background?
Scott Mitchell: Sure, I have been in technology for over two decades. I was once a programmer. ?In fact, I am probably still 75% geek, but 25% business. My Co-Founder and I, we started this company, LoopLogic, in order to make video on the Web just a little bit easier.
Small Business Trends: Can you talk a little bit about the story telling aspect of video?
Scott Mitchell: When you think about video, using it either for your business, which is obviously the focus of your audience, or even at home, you do want to have a story arc.
It does not matter if you are creating a highly produced piece or if you are going to create something as simple as turning on your phone to do a quick 30 second interview. ?You will always want to think about it as a beginning, middle and end.
The three act structure has been around for a longtime for a reason, and you want to make sure that you do that. Create a buildup to making the point and end having a good conclusion. ?So that the viewer is able to walk away from it feeling informed and persuaded.
Small Business Trends: Is there a big difference in telling a story that will help a business as opposed to telling a story from a personal standpoint?
Scott Mitchell: When it comes to the structure, there might not be all that much difference ? when it comes to the content, it is very different. With content marketing for businesses, the focus is less and less on the product in business, and more and more on human needs of people.
The hallmark of modern marketing and the hallmark of modern video and things like email marketing, has been a move away from, ?Hey, here is bunch of features.? Trying to explain how to use the tools for maximum benefits in your business.
That type of content marketing, that type of storytelling to your customer in this modern age, is much more appealing. ?We have tracked this with our technology.
Small Business Trends: How do you go from having a finished video to using it to drive leads and build relationships from it?
Scott Mitchell: What you want to make sure is that anywhere you are posting the video, you are able to track who is viewing it. ?When are they viewing it? ?For how long? ?So that you can better understand how the video is working. ?Is it engaging people?
The other thing that you want to do is not just place it in one place, you want to try to distribute it through multiple channels, being able to place that video on a syndicate of affiliate sites.
But again, whenever it is being posted in those sites, being able to have the analytics on those sites about viewership can be important. ?So what you might find out is that, maybe the video performs extremely poorly on your blog, but low and behold, it performs extremely well on one of your affiliate sites.
Another place that we?ve seen more and more people using video is embedding it in their email marketing. In the past, that would typically mean if you had your email marketing message that would say you have been around us for 30 days and we want to teach you a little bit more about X,Y, or Z and here is the link to a video.
Well people click on those links at about half, or even as low as a quarter, of the time that they will click on a nice thumb nail of the video, inside of your mass email program.
Small Business Trends: You have a way to set some responses based on who views the video, and what they?ve seen in the video. I think that is the critical part from a business prospective.
Scott Mitchell: For some, posting video to YouTube provides a lot of SEO love back to your site. If you are looking to get some of that love back to your site, absolutely post on YouTube. ?What we can actually do is, we can always put a wrapper around that YouTube video. ?So you will get all of that YouTube love, but you will get all of the tracking you talked about.
Back to the tracking, let?s say you send out a video through you mass email program. We can track it down to a named individual. ?The reason why that matters, is you can start pushing people into different groups.
Here is a group of people that didn?t even click it, fine. ?Here is a group of people that watch the video, but they only watched it for a couple of seconds, they push play. ?Then here is a group of people that watch 50% of it. ?Okay, the people who push play and the people who watch 50%, those are very different people, in terms of a level of engagement.
I can have a very different conversation with those two groups. ?That is the problem of a ?view of a video.? A lot of times, like on YouTube, it shows you how many people viewed it. ?But you don?t really know down to the named individual how much they viewed.
What we have started doing is using the analytics to actually trigger actions in your other systems. When somebody passes that 50% threshold, or let?s say 75% threshold, add a tag in the CRM system saying, super interested in X.
Then they pass the 90% threshold, super, super interested in X. ?Now you can use those tags in order to do future email marketing. ?Or, if you are lucky enough to be using one of these automated marketing tools, you can automatically trigger the sequences.

NEW YORK (AP) ? Stocks climbed modestly Thursday on Wall Street, perhaps headed for their first gain of the week, after unemployment claims in the United States fell to their lowest level in two months.
After an hour of trading, the Dow Jones industrial average was up 15 points at 13,428. The Standard & Poor's 500 index gained four to 1,437. And the Nasdaq composite index was up 13 to 3,107.
Energy stocks and banks gained the most in early trading. Consumer staples and utility stocks, which tend to do well when investors are fearful, were the only industry group in the S&P to fall.
The S&P has fallen five trading days in a row, its longest losing streak since July.
The market gains started earlier, in Asia, helped by expectations that the People's Bank of China will soon take more steps to ease a slowdown in the world's No. 2 economy.
Stocks rose 0.5 percent in Japan and 1.1 percent in Hong Kong.
In the United States, investors grappled Thursday with mixed economic data:
? The economy grew at an annual rate of 1.3 percent from April through June, the government said, slower than the previous estimate of 1.7 percent and not nearly fast enough to reduce unemployment.
? Demand for long-lasting manufactured goods plunged in August by the most since January 2009. That was mostly because of a huge drop in commercial aircraft orders, which are volatile. Orders that reflect business investment rose solidly.
? The number of Americans seeking unemployment benefits fell 26,000 last week to 359,000, the lowest figure in nine weeks. A figure consistently below 375,000 is generally enough to lower the unemployment rate.
? The number of Americans who signed contracts to buy previously occupied homes fell in August from a two-year high in July. The National Association of Realtors' sales index is still 10 percent higher than it was a year ago.
In Europe, stocks came back from one of their worst days in months. The benchmark stock index climbed 0.8 percent in France, 0.3 percent in Germany and Britain and 0.2 percent in Spain.
Borrowing costs for financially troubled Spain also edged down, a positive sign.
In the U.S., demand for government bonds fell, generally an indication that investors are more willing to embrace risk. The yield on the 10-year note, which moves opposite the price, rose 0.03 percentage point to 1.64 percent.
The price of crude oil rose $1.19 per barrel to $91.15 as concerns mounted about a potential military confrontation over Iran's nuclear program. Oil had dropped $9 a barrel in two weeks.
The dollar was flat against most major currencies.
When Stephanie Lambert packed peanut butter and jelly to keep her two small children happy on a cross-country flight in June, she didn't mean to pick a fight with the Transportation Security Administration. But after a long security line argument, and the confiscation of the peanut butter (but not the jelly), she felt she had no choice.??
Courtesy Stephanie Lambert
Stephanie Lambert got $3.99 from the U.S. Treasury after TSA agents seized her child's peanut butter at an airport checkpoint.
Then, after churning through the four-page ?SF-95 Tort Claim Package forms,? she got something else she never expected: a $3.99 refund from the U.S. Treasury Department.
Lambert was traveling with her husband, a 6-month-old and a 2-year-old on an ungodly early flight in June, and arrived at the airport about 5 a.m. She was flying from Los Angeles to Pittsburgh, and she needed the usual bag of distractions and food to keep her kids -- and other passengers -- sane during the trip. But, she says, her efforts to ensure a smooth flight were foiled when a TSA agent with a bad attitude singled out her family for additional screening. After the usual pat-downs and questions, discussion centered on the jar of peanut butter.?
"He just really fixated on the peanut butter and a jar of apple sauce I had," she said.? "I keep saying, 'It's not a liquid; it's pureed apples,' but we go went around and around.? He also screened my husband multiple times. I asked to speak to the terminal manager, but he never arrived. ... We were there 30 minutes."
Eventually, the screener let the apple sauce (and the jelly) go, but he drew the line on the peanut butter.
"I said, ?Fine.? I left the peanut butter, but I took down names," she said. "The screener was asking for my all my details, so I figured I'd ask for his."
When the family arrived in Pittsburgh, Lambert asked a TSA screener on her way out about peanut butter -- Was it considered a liquid or not? -- and got a vague answer. So when she got home, she turned to the Internet and the found the SF-95 Tort Claim Package forms. Generally, they're filled out by fliers who think the TSA lost something valuable while screening bags, such as laptop computers. But Lambert was after satisfaction, and she didn't see why she couldn't make a claim for the cost of her seized peanut butter.
"At the airport, my husband kept saying, 'Would you just let go of the peanut butter? We're going to miss the plane.' But these things really fire me up," Lambert said. "So when I said, 'Honey, I'm going to file a claim,' he wasn't surprised."
Lambert is a rare consumer who was in a perfect position to file such a claim. For starters, she had the original receipt from Whole Foods showing the price she paid for the spread.?
Who keeps receipts for peanut butter?? Lambert explained that she started her family during the recession, and from the start has carefully watched her money. She saves receipts from every purchase, enters everything into a spreadsheet and tracks every expense. She also has a binder, where she records refunds, returns, rebates and any other correspondence that involves money.
"I fill out forms and keep track of them all the time, so this was easy for me," she said. "I'm responsible for the family finances. If it takes me months, it takes me months. I'm very firm when companies owe me money."
She had another motivation behind her ferocity regarding the confiscated peanut butter, however.
"When they first put in the liquid (security) rules on flights, a screening agent took a $7 lip gloss I had just purchased. Then, the very next day, they changed the rules and lip gloss was allowed. I was furious," she said. "I remember the TSA agent actually took a basketball shot with my lip gloss into the trash bins as I went through security. I'm still mad about that, and I was thinking, 'This is not happening again.'"
On her complaint form, Lambert said TSA agents unnecessarily screened her husband twice, and removed everything from her carry-on bags during the 30-minute ordeal.
"At the time I was carrying my 6-month-old and trying to keep my 2-year-old calm," she wrote. "(The agent's) behavior was completely unwarranted."
She submitted the claim on June 19.? To her surprise, she received a letter dated Aug. 24 from TSA that read: "Your claim against the United States in the amount of $3.99 has been granted in full." On Sept. 14, the "refund" was electronically deposited into her bank account.
Naturally, Lambert wasn't really after the money. She says she was trying to make a point.
"I think people really do need to fight for themselves," she said. "In this case, the peanut butter was important to me. I was thinking, 'Hey, I need that. If I have a crisis with a child on a five-hour flight this peanut butter may help me.? I wasn?t hopping to Phoenix, I was flying across country and there?s no food on the flight for children."
As it turns out, the TSA website does list peanut butter as a banned liquid/gel, if carried onto a plane in containers exceeding 3.4 ounces. Jellies, jams and "creamy dips and spreads" are also banned in bigger portions. There are some exceptions for mothers traveling with infants, however, involving breast milk, juice, baby food and other liquids and gels, which muddies the discussion considerably.
Part of the problem, Lambert says, is that the rules seem to vary from airport to airport, and even from agent to agent.
"I think it depends on how well the information goes down the chain," she said.?
Lambert said she spoke via telephone with a TSA representative as she was filling out her tort claim and thought the agent was very pleasant and competent. The agent even promised to review security tape to see if the incident required follow up. That conversation, and her refund, actually leaves her with more good than bad feelings about the TSA. The problem, she said, is that most of the trouble for passengers occurs on the front lines, in the chaos of someone rushing to make a flight with agents who sometimes are too eager to exert their power.
TSA spokesman David A. Castelveter told NBC News that peanut butter jars in excess of 3.4 ounces are generally not permissable as carry-on items, but that screeners can exercise "common-sense discretion." Exceptions generally involve medical needs, he said.?
He also pointed to a press release about TSA agents in Los Angeles who stopped suspects allegedly trying to sneak marijuana onto an airplane?in a modified jar of peanut butter last year.
The agency has no readily available statistics on tort claims, Castelveter said, but added that Lambert's peanut butter refund claim was "the first time I'd ever heard of something like that."
The Los Angeles Times investigated tort claims against TSA last year, and found that 1,702 claims were made against the agency by passengers traveling through Los Angeles International Airport from 2007 through 2010.? Most claims involved items that were damaged or disappeared fromchecked baggage. The average damage claim was $1,437, but most were denied.? Roughly 13 percent of those who claimed the loss of a laptop computer were granted relief, but less than 1 percent of those saying they lost or damaged digital camera were reimbursed.
RED TAPE WRESTLING TIPS
One key to having successful dialogs with TSA agents at checkpoints is time; passengers rushing to make a flight have no time to make their case. In Lambert's situation, she had time to put up a fight because, ironically, her husband is a frequent traveler and the family qualified for express screening.??
If you feel like the TSA has wrongly confiscated an item from you at a checkpoint, you can obtain the necessary forms at this page.
Note that if the TSA denies a claim, it can only be appealed by filing a lawsuit in federal court. By law, small claims courts have no jurisdiction over TSA cases.

The US Food and Drug Administration (FDA) has approved the multikinase inhibitor regorafenib (Stivarga) to treat patients with colorectal cancer that has metastasized following previous treatment.
?Stivarga is the latest colorectal cancer treatment to demonstrate an ability to extend patients? lives, and is the second drug approved for patients with colorectal cancer in the past 2 months,? said Richard Pazdur, MD, director of the office of hematology and oncology products in FDA?s Center for Drug Evaluation and Research, in a press release.
In August, the FDA approved aflibercept (Zaltrap) to be used in combination with a FOLFIRI regimen for patients with metastatic colorectal cancer.
The trial that led to the approval of regorafenib, the CORRECT trial, was conducted from May 2010 to March 2011 and involved 760 patients with metastatic colorectal cancer whose disease had progressed following earlier treatment. Patients received best supportive care and were randomized two to one to either regorafenib or placebo.
The results were presented earlier this year at the 2012 American Society of Clinical Oncology Gastrointestinal Cancers Symposium. Results showed that patients treated with regorafenib had a median overall survival of 6.4 months vs 5 months for patients treated with placebo (P = .005). Median progression-free survival was 1.9 months for patients on regorafenib (95% CI: 1.88-2.17) vs 1.7 months for those taking placebo (95% CI: 1.68-1.74). The disease control rate for patients on regorafenib was 44.8% vs 15.3% for placebo (P < .0001).
Adverse events in the regorafenib arm, of grade 3 or higher, were fatigue (15%), hyperbilirubinemia (8%), diarrhea (8%), hand-foot skin reaction (17%), and hypertension (7%). Other common adverse events included loss of appetite and weight loss, infection, oral mucositis, and dysphonia.
The approval includes a boxed warning due to severe and fatal liver toxicity observed during the trial.
In 2012, 143,460 Americans will be diagnosed with colorectal cancer and 51,690 will die from the disease, according to estimates from that National Institutes of Health. Colorectal cancer is both the third most common cancer and third leading cause of cancer death in men and in women in the United States, according to the Centers for Disease Control and Prevention.
Regorafenib, reviewed under the FDA?s priority review program, was approved a month ahead of the projected date. The expedited review process, typically taking 6 months, is reserved for drugs that offer major therapeutic advances.
In the wake of Phil Hogan?s attempted intervention in the housing of a traveller family in his Kilkenny constituency?
On March 30, a Traveller family moved their possessions into a three-bedroom home in a Kilkenny County Council-purchased home in Dunkitt, Kilmacow (above).
The house was targeted by arsonists early on March 31, with most of the family?s belongings destroyed. Irish Examiner columnist Michael Clifford compared the attack to the burning down of homes belong to black people in the Fifties and Sixties, in America.
He wrote:
?The reaction to the burning out of a family in Kilkenny has been as muted as similar acts once were in the bigoted Deep South. Last Tuesday, RT??s Morning Ireland broadcast an item on the arson attack. The presenter Cathal MacCoille said the show was unable to get any local public representatives to come on. This was despite the fact at least two councillors had made representations to Kilkenny County Council to reverse the decision to allocate the house to the Traveller family.??
?
Green Party councillor Malcolm Noonan noted:
?This is clearly a racist attack, and is being fuelled by scaremongering within local communities. It was only a matter of time before an incident like this occurred. Racism towards travellers permeates every facet of our society and we have councillors interfering with the work of our housing staff in allocating houses to traveller families.?
NEW YORK (AP) ? The top diplomats of China and Japan went a little way to patching up ties frayed by an island dispute that has sparked violent anti-Japan demonstrations but appeared no closer to resolving their conflicting claims.
China's Yang Jiechi and his Japanese counterpart Koichiro Gemba met Tuesday for about one hour on the sidelines of the U.N. General Assembly to discuss tensions over the uninhabited islands that are administered by Japan but also claimed by China.
It is the highest-level meeting between the two Asian powers since their long-running dispute flared two weeks ago, after Japan's purchase from a private owner of some of the islands sparked the protests in China. Taiwan has also weighed in, sending dozens of fishing boats to the area on Tuesday.
Japan says the purchase was intended to calm the waters over the Senkakus, known as the Diaoyu in China, not stir them up, after Tokyo's governor announced he wanted to raise funds to not just buy but also develop them.
Sato Masaru, assistant press secretary for Japan's Foreign Ministry, told The Associated Press that the atmosphere at the talks late Tuesday was "serious" but the two sides agreed it was in their mutual interest to strengthen ties.
According to Masaru, Gemba urged restraint by China, citing the damage caused to Japanese nationals and companies in China during the protests. Gemba told Yang that any form of violence could not be tolerated.
Chinese officials could not immediately be reached for comment on the meeting. Masaru said that Yang made China's own detailed case on its claim to the Senkakus.
Notwithstanding their conflicting territorial claims and deep-seated Chinese resentment over Japan's occupation of China before and during World War II, both countries risk an economic fallout from the dispute which they can ill-afford. The annual trade between them totals hundreds of billions of dollars annually.
Earlier Tuesday, senior Foreign Ministry official Naoko Saiki said that compromise will be difficult with China over the islands but the two countries should keep talking.
She asserted Japan's claim to the islands and said the presence of Chinese and Taiwanese vessels nearby risks a "miscalculation" or "accident."
"We don't want to have any wars or battles or use of force. We have to stabilize the situation through dialogue in a peaceful manner, in accordance with international law," Saiki told reporters.
The vice foreign ministers of Japan and China also met in Beijing Tuesday to discuss the issue.
MOSCOW (AP) ? A Russian tycoon who has financed a newspaper critical of the Kremlin and supported the opposition has been charged with hooliganism and assault for punching a businessman during a television talk show. He dismissed the criminal case as politically motivated.
Russia's top investigative agency, which announced the charges Wednesday, said the defendant, Alexander Lebedev, cannot leave Moscow while the probe is under way. In Russia, filing charges marks the start of a criminal investigation, which may or may not lead to a trial.
Lebedev said in comments carried by the Interfax news agency that he considers the charges against him political and "completely made up."
He could face up to seven years in prison, if he's convicted on hooliganism charges similar to those that were filed against three members of the feminist rock band Pussy Riot. They were sentenced to two years each last month for performing a "punk prayer" against President Vladimir Putin in Moscow's main cathedral.
The charges refer to a September 2011 incident when Lebedev punched property developer Sergei Polonsky during a TV discussion of the financial crisis, sending him tumbling to the ground.
After the recording, Polonsky complained he had sustained a hand injury and that his jeans were ripped. According to the charges, however, an expert medical opinion dated Aug. 31 determined that Polonsky also received bruises to his hips and face that he did not realize were harmful at the time.
Russia's hooliganism statute also requires proof the accused grossly violated social norms. Though Polonsky began the exchange by pointing at Lebedev and saying "I just feel like whacking somebody in the face right now," the charges assert he was not referring to anyone in particular and that Lebedev was "motivated by political hatred."
A few days after the incident, Putin referred to the fight as "hooliganism," and a criminal investigation was launched in October. Putin has taken an increasingly tough course against dissent after massive protests against his rule last winter, with searches and interrogation of opposition activists and the passage of repressive bills.
Lebedev, whose net worth was reported by Forbes magazine to be $1.1 billion, made his money in the banking industry. He has financed the Novaya Gazeta newspaper, which is fiercely critical of the Kremlin, and the British papers the Independent and the Evening Standard.
Lebedev's son, Yevgeny, who owns the two British publications, tweeted that his father is "being targeted by people who don't like his stance against corruption, and hate Novaya." He later described the charges as "extraordinarily disproportionate."
"My father has been targeted because of his determination to fight against corruption and to be a crusader for democracy in a country where this has not always been welcome," Lebedev's son said in a statement. "I really hope that this does not presage a new phase of crackdowns on those who speak out against injustice."
The tycoon had said last month that he was being forced to sell his assets because of pressure by Russia's Federal Security Service, the main KGB successor agency. He said the pressure was rooted in corruption investigations by Novaya Gazeta, alleging that some of the service's officers were involved in corruption.
Lebedev and former Soviet leader Mikhail Gorbachev own a 49 percent stake in the newspaper, while the remaining shares are controlled by Novaya's staffers.
Novaya Gazeta's relentless criticism of the Kremlin, and its investigations into official corruption, have put many of its journalists under fire. Four of the paper's reporters have been killed since 2000, including Anna Politkovskaya, a fierce critic of the Kremlin and its policies in Chechnya. She was gunned down in the elevator of her Moscow apartment building in 2006. Others have been harassed and physically attacked.
Lebedev has also supported Alexei Navalny, a charismatic anti-corruption crusader and blogger who was a key driving force against massive protests last winter against Putin's rule. Lebedev, a KGB veteran like Putin, so far has avoided blaming the president for his woes, pointing the finger at security services for the campaign against him.
Lebedev's lawyer, Genri Reznik, told Interfax that the newly announced charges come as a "punishment for Lebedev's social activities, his fight against corruption, his funding of an opposition newspaper and support for Navalny."
Lebedev owns the National Reserve Bank and has a stake in Russian flag carrier Aeroflot as well as his own Red Wings airline.

FRANKFURT, Germany (AP) ? Business optimism in Germany fell for the fifth month in a row, a closely-watched survey showed Monday, in another sign that Europe's debt crisis is weighing on the continent's largest economy.
The Ifo index dipped to 101.4 in September from 102.3 in August. The consensus in the markets was for a flat reading.
Germany's government is in relatively good financial shape and its economy has performed strongly over the past couple of years despite rising debt problems across the 17-country eurozone.
However, a large chunk of Germany's exports go to its euro partners and the troubles in the single currency zone are worrying businesses and consumers in Germany. Growth is stalling and recession fears are mounting.
Concerns over Europe's debt crisis have eased after the European Central Bank president Mario Draghi announced a plan to buy government bonds of indebted countries, such as Spain and Italy, if they agree to take steps to reduce their deficit.
But growth prospects for the currency union remain weak. Governments are cutting spending, withdrawing stimulus from their economies and sending unemployment higher. Meanwhile businesses in the indebted countries face higher costs for the credit they would need to invest and expand.
"Today's Ifo index shows that German companies remain skeptical about the economic impact of Mario Draghi's magic," ING analyst Carsten Brzeski said.
"Despite fears of a looming eurozone break-up clearly fading away, German businesses are downscaling their expectations. The structural adjustments in Germany's eurozone trading partners will take time and will dampen demand for German products."
Germany's economy grew 0.3 percent in the second quarter from the quarter before, but some economists now see the country heading for a recession in the second half of the year.
The Ifo survey is a leading indicator, meaning it provides clues about where the economy is going in the months ahead.
Holger Schmieding, chief economist at Berenberg Bank, said monthly data such as the Ifo could be volatile, and that other indicators such as surveys of purchasing managers supported the view that Germany could still avoid recession.
"The drop in Ifo business confidence is a potent reminder that the outlook for the German and eurozone economies still hangs in the balance," Schmieding said.

I thought that a broken gaming PC would leave me with nothing to play this weekend, but I was wrong this time, since just about any computer on Earth can run?Super Crate Box, the latest retro game to be made by Vlambeer, an indie studio that seems to cater to anyone with broken consoles and is?marooned?on 2 GB of RAM, indefinitely.
I half expected the game to play much like?Realm of The Mad God?in that I pick it up, play for an hour, then get back to playing?Diablo II. My assumptions were completely true in those regards: I played the game for 54 minutes and unlocked every stage and weapon therein, but the difference between Super Crate Box?and?Realm of The Mad God?is that I actually had fun playing the former, and it turned out to be worth reviewing.
Essentially the game is?Mario Bros?but the POW Block is replaced with guns, and while this sounds like it would just make the game easier, things are kept interesting through two mechanics: The Crates & The Enemies. Your score is measured in the number of crates you grab, each one giving you a random weapon (some more helpful than others), and while there are only two enemies, a challenge is maintained by the sheer volume of enemies that get tossed into a level, and if any of them reach the fire pit at the bottom, they only come back faster than before.
While some weapons are a bit more powerful than others (like the revolver, that kills any enemy in 1 or 2 shots, and has no ammo limit, like all the others), the beauty behind the mechanics is that if you want to increase your score (and unlock more weapons, stages, and characters) is to keep getting crates, and ultimately ditch your favorite weapon and learning to effectively use another (and another, and another). This keeps the game moving at a fast,?varied?pace, and the score necessary to unlock items is well measured so that you?ll often be ?oh, so close? and keep coming back to try again. The graphics are charming, the guns are fun to use (one of my?favorites?being the disk gun that?ricochets off of walls and cuts enemies in half, but can also do the same to you if you?re not careful), and the design itself is mathematically sound. Speaking of which, the music is also very enjoyable and does not get old, with each track complimenting its respective stage very well. The stages themselves are also very well designed in that while they use the same mechanics as every other stage, each progressively unlocked one is more challenging?than the last, showing a very attentive level of design.
There is not much to dislike at all, really. If anything, it is a bit on the small side, as?Vlambeer is a studio that often develops in flash;?Super Crate Box?only features three stages (though one can expect to spend a while on each), and once you unlock the last weapon, the gameplay does not change at all,?meriting?very little replay value. While the focus of the game is on beating high scores on each stage, the level and scoring design I mentioned before is?calibrated?so that the player is not expected to get anywhere beyond 15 crates (10 crates being the number required for each unlockable item, for that very reason), and?given?that you die and respawn so quickly, it is incredibly easy to get into a rut of performing the same routine every time, hoping that by chance you make a crate or two further than before.
However, the game?is?free and it downloads in less than a minute, so as a casual pick-me-up, it fulfills its purpose rather well. Being on Steam, the game certainly gets a bit more exposure than Vlambeer?s other titles, so we may very well see this little gem taken to greater heights. It has got some golden mechanics though, and if there were more content, I would certainly still be playing it now, however Diablo?s?evil hoards need tending at the moment.

However as it is rare that they have to be put into practice, it is common for even experienced sailors to be out of date on the latest techniques You won't be surprised to learn that most sea-goers have some knowledge of emergency procedures and many even have taken exams. However as it is rare that they have to be put into practice, it is common for even experienced sailors to be out of date on the latest techniques. It's certainly worth taking some time to brush up your knowledge.
DSC (digital selective calling)
If you have VHF radio with DSC, you should first send a distress signal by activating the distress button. All DSC-equipped vessels and Maritime Rescue Co-ordination Centres (MRCCs) in the area will automatically receive details about your vessel and position and you can include information about your problem. Make sure that your DSC is connected to a GPS (Global Positioning System), otherwise you'll give an incorrect position unless you make regular manual positioning updates. The alert will be repeated every four minutes until it's acknowledged. All MRCCs in the UK and most European coastguards are equipped with VHF DSC and they will respond quickly when called. You should then follow it up with a voice Mayday message on channel 16. If you accept assistance from another boat you should inform the coastguard and stop the DSC alert.
Mayday Calls
The word "Mayday" derives from the French "venez m'aider" meaning "help me" or "come to my aid".
A Mayday is a situation in which a vessel or person is in grave or imminent danger and needs immediate assistance. Examples include sinking, explosion, fire, piracy, man-overboard and serious life threatening personal injury.
Mayday calls are equivalent to a Morse SOS code or a telephone call to emergency services and can be made on any frequency, but it is normal to broadcast on VHF radio channel 16 as this is the calling, listening and recognised emergency channel. The Coastguard monitor Channel 16 and the VHF signal operates roughly within 30 miles of the nearest shore depending on radio propagation. When a Mayday distress call has been made onChannel 16, it imposes general radio silence on the channel, except for those assisting with the Mayday, until the emergency is over.
A hoax Mayday call is regarded as a criminal act in many countries, putting rescuers' lives in danger, causing a huge waste of money and time and potentially stopping search and rescue teams from attending genuine emergencies elsewhere. For example, in the USA, a false distress call carries a penalty of up to 6 years imprisonment and a fine of $250,000.
Remember that although in normal circumstances you need to have passed an exam to obtain a VHF radio licence before you can legally broadcast on VHF radio, anyone may use the VHF to summon help in an emergency.
How to make a Mayday call
The word "Mayday" is spoken three times, followed by the vessel's name or call sign spoken three times, then "Mayday" again and the name or call sign. You must then give vital information including position, type of emergency and number of people on board. A typical Mayday call might be:-
- Mayday, Mayday, Mayday
- This is My-yacht, My-yacht, My-yacht (call sign)
- Position 55? 50'5 North 004? 57'4 West.
- My vessel is holed and sinking
- I requireimmediate assistance
- 5 people on board, one badly injured
- Mayday, My-yacht, Over
Mayday Relay
A Mayday Relay call is made by a vessel on behalf of a different vessel in distress. If a Mayday call is not acknowledged by the coastguard after one repetition and a 2 minute wait, then any vessel who has received the Mayday call should try to contact the coastguard on behalf of the distressed vessel by broadcasting a Mayday Relay. This should use the call sign or name of the transmitting vessel but give the position of the Mayday vessel. It can be used when the vessel in distress is either too far offshore to contact the coastguard direct or is without radio capabilities. A typical Mayday Relay might be:-
- Mayday Relay, Mayday Relay, Mayday Relay
- This is My-yacht, My-yacht, My-yacht (call sign)
- The following distress call was received from yacht Hopeful at 14.35 hours.
- Mayday, Mayday, Mayday
- This is Hopeful, Hopeful, Hopeful (call sign)
- Position49? 44'5 North 001? 25'5 West
- We are on fire and sinking
- 3 people on board, one with burn injuries
- We are taking to the life raft
- Mayday, Hopeful, Over
- Message ends
- This is Yacht My-yacht out
Pan-Pan
A Pan-Pan is used to signify that there is a state of urgency on board, but no immediate danger to life or to the vessel. It informs the emergency services and other craft that the vessel requires assistance but is not in grave or imminent danger. The French word "panne" refers to mechanical failure or breakdown of some kind.
Calling procedure is similar to that of a Mayday, substituting the word "Pan-Pan" for "Mayday", followed by the relevant information about the vessel, position and nature of problem. If the problem is resolved, the emergency services and other craft in the area should be notified. Don't forget a Pan-Pan call can be upgraded to a Mayday if the situation deteriorates to the point of "grave and imminent danger". A Pan-Pan has priority over all other radio traffic except for Maydays, but after obtaining a response to your Pan-Pan you should make arrangements to transfer to another channel, leaving channel 16 free for emergencies.
Mobile Phone
You can use your mobile phone to dial 999/112 and ask for the Coastguard, but it should not be relied on because the signal is very limited and it will not alert other vessels.
Flares
You can fire a red parachute flare or a red hand-held flare at night in an emergency, or use orange smoke in daytime. They should not, however, be relied upon to raise an alert, as they need someone else to notice them, recognise what they mean and then get help.
What response will you get to an emergency call?
When the coastguard receives a distress call he will acknowledge it and respond, probably asking for more information. The coastguard will then decide how to deal with the situation, possibly sending lifeboats, search and rescue helicopters or coastguard rescue teams. He may also contact other vessels in your area, asking them to assist. It is a legal requirement for other vessels to help if they are able, whether contacted by the coastguard, or if they hear the mayday and are in close proximity.Whatever help the coastguards provide, they will guide you through the rescue procedure. If you have to take to the life-raft after making a Mayday call, do remember to inform the authorities so they know about your change of situation.
What if you receive a distress signal?
Any vessel receiving a distress signal or seeing a boat in distress in their area must respond to it as best they can, as long as they do not endanger their boat or their crew.
How can you help yourselves?
- Stay calm, especially if you are in charge.
- Ensure your radio is always switched on while at sea and tuned to channel 16.
- Keep your call sign, name (in phonetic alphabet) and list of distress procedures near the radio and practice the phonetic alphabet.
- Speak clearly and slowly, splitting numbers, for example "one-six" instead of "sixteen".
- Make sure that all your crew know how to operate the radio even if they haven't got a licence and that they know the emergency call procedures.
- If possible keep one person on standby on the radio for as long as is safely possible.
- While waiting for a response to your Mayday call - prepare flares, life rafts, life jackets, gather emergency supplies, hand held radios and grab-bags as long as it is safe to do so. Ideally each member of the crew should have their own personal grab-bag containing money, credit card, passport, mobile phone, etc.
- Get yourself and the crew into the safest place on your vessel, checking that they are all OK. Don't forget a crew member obliviously sleeping below decks. Remind yourself and crew about how to launch the life raft in case the worst happens. Remember though, only to get into the life raft as a very last resort?..you should only ever step up into a life raft (that is - only if your vessel is sinking) unless it is on fire or there is danger of explosion.
Most people sail the seas happily for years without ever experiencing an emergency, but it is worth remembering that emergencies happen without warning or sometimes even without a logical reason. The time might come when you are unlucky - so be prepared. It doesn't take much time to review emergency procedures and relay them to your crew - and it could easily mean the difference between life and death.
